Bismarck Board of Park Commissioners Brief for May 19, 2022

Kristin Wilson, North Dakota Safety Council, presented Bismarck Parks and Recreation District (BPRD) with the Workplace Safety Milestone Award. This a new award representing a ND Workforce Safety & Insurance experience modification rate of less than 1 for five consecutive years.

Robert Massie shared information about BisMarket as a Bismarck Parks and Recreation District (BPRD) featured partner.  BisMarket is in its 10th year at Kiwanis Park with opening day on June 4. The market has been growing with approximately 50 vendors signed up for the season. Priorities include supporting local produce and engaging families, including a Kids Market to inspire the next generation. Robert expressed appreciation for the partnership with BPRD.

The Board accepted the 2021 audit report as presented by Mindy Piatz of Brady, Martz and Associates.

The Board did not approve the request from AT&T for consideration to temporarily locate a communication facility on park district property.

The Board authorized staff to call for bids for the VFW Sports Center Expansion Project. It is anticipated the project will be bid in June and a recommendation brought to the Board for consideration at the July meeting.

The Board authorized staff to call for bids for Elk Ridge Park Pickleball Court Fencing.

The Board approved the bid for tennis court resurfacing at Capital Racquet & Fitness Center from JB Surfacers Inc. in the amount of $37,561.

The Board approved bids with four contractors for crack sealing at parks and facilities this summer for a total of $77,322.75.

The Board approved bids from two contractors for park shelter roofing projects, excluding Optimist Park Shelter, for a total of $30,840.

The Board approved the 2023-2025 Strategic Plan.

The Board approved the professional services agreement with Apex Engineering for the Tom O’Leary Waterline Project.

The Board approved the Joint Powers Agreement with Bismarck Public School District for use of facilities and grounds.

The Board authorized staff to select a consultant for stabilization work on the Hay Creek Trail I-94 retaining wall required by the ND Department of Transportation.

The Board directed staff to transition away from mailing every Bismarck resident the 2022 Fall and Winter Activity Guides. BPRD will mail all residents a postcard to notify them when the Guides are available electronically on the BPRD website and print 1,000 Guides that will be available for pickup at BPRD facilities.

The Board authorized staff to select a consultant for scoreboard and videoboard replacement at Bismarck Municipal Ballpark.
